Vehicle Regulations


Vehicle Parking Permit: All motor vehicles, including two [2] and three [3] wheeled motorized vehicles driving on the Loyola Marymount University [LMU] campus must have a CURRENT PARKING PERMIT affixed to the vehicle wind shield (front wind shield, drivers’ side, lower left hand corner and must be legible and clearly visible). Motorcycles must display the parking permit along the left front fork panel or the gas tank. Parking permits are assigned to specific vehicles and are not transferable.

A PARKING PERMIT DOES NOT NECESSARILY GUARANTEE A PARKING SPACE ON CAMPUS. LMU Employee Parking Permits do not expire and will remain current until you terminate your status as an employee or a new vehicle is used. If more than one vehicle is registered, a second permit will be issued, however, only one vehicle may be on campus at a time, vehicles cannot be stored on campus. Employee “One Cards” will not be activated for campus entry or parking areas until their vehicle is registered.

LMU students, because of their constant housing and vehicle changes, are required to register their vehicles each year at the beginning of the fall semester or upon enrollment. Student “One Cards” will not be activated for the campus entry gates unless their vehicle is currently registered.

LMU students and employees may obtain their Parking Permit in the following two ways:

1) Students and employees may apply on-line at the university web site, www.lmu.edu and then come to the Public Safety Office which is located in the Foley Annex, 24 hours a day, 7 days a week or at the Public Safety Office located on the 1st floor, Rm # 1920 of University Hall, Monday – Friday from 8:00 am – 4:00 pm. You will need to bring your driver’s license, a printed copy of your permit application, your One Card, a copy of your vehicle registration and your current class schedule (students) to receive your parking permit.

2) If you do not have computer access, one will be made available to you at the Public Safety Office that is located in the Foley Annex and is open 24 hours a day, 7 days a week. You will need to bring a copy of your vehicle registration, your One Card, and your current class schedule (students) to receive your parking permit packet, we will print out your parking permit application. Resident students will need to show their housing assignments.

*For identification purposes, students must present either their student ID (One Card) or a copy of their class schedule along with a state issued drivers license.

Assigned Parking – Resident Students: Resident students will be assigned to a specific parking lot or structure according to their housing assignment and will be required to park their vehicle in their assigned parking lot or structure Monday through Friday from 7:00 a.m. - 4:00 p.m. except holidays and semester breaks.

Parking assignments are as follows:

Sector I - Blue

Resident students that live in Hannon, Tendrich, McKay and the Leavey Center Dorms will be assigned to lots A and K.

Sector II - Green

Resident students that live in Whelan, Rosecrans, Desmond, The Del Reys, Huesman, Sullivan and Doheny will be assigned to lots E, G, H, Whelan Ln. and the Del Rey Structure.

Sector III - Orange

Resident students that live in Rains, McCarthy and O’Malley Halls will be assigned to the Drollinger Parking Structure.

Sector IV - Yellow

Resident Students that live in Leavey 4, 5, & 6 will be assigned to University Hall levels P2 & P3. [P1 is restricted to employees only]

Commuter Students

Commuter students may park in any student parking lots or structures.

Parking lots B and C will be restricted to Day Time use only for employees and commuter students. The lot will be closed from Midnight - 6:00 a.m. everyday including weekends. Vehicles left unattended during the closed times will be towed at the owner’s expense.

VEHICLES PARKED IN RED ZONES, BICYCLE LANES, BLOCKING SIDEWALKS, CROSSWALKS, TRAFFIC LANES, FIRE HYDRANTS OR GATES WILL BE SUBJECT TO FINE, IMPOUND OR BOTH.

VEHICLES PARKED IN FIRE LANES, TOW AWAY ZONES OR HANDICAP PARKING SPACES OR HANDICAPPED ACCESS AREAS WILL BE IMMEDIATELY CITED AND TOWED FROM THE LMU CAMPUS AT THE OWNER’S EXPENSE.

Vehicle Storage: Students are required to remove their vehicles from campus when they complete their enrollment in an academic semester. The only exception will be for resident students who will be working and staying on campus over a semester break.

Temporary Parking Permits: Temporary permits are available from the Public Safety Office if your registered vehicle is out of service or some other irregular situation exists and you will be driving a vehicle not registered with the Department of Public Safety. There is no fee required for these permits which will be issued for a maximum two [2] week period. The Public Safety Officer at the entrance gate does not issue temporary permits to students or employees.

ALL VEHICLES PARKED ON THE LOYOLA MARYMOUNT UNIVERSITY CAMPUS MUST DISPLAY A VALID PARKING PERMIT OR A VISITORS PASS.

Rideshare Program: In an effort to reduce the number of vehicles entering LMU and to reduce the amount of vehicle pollution, LMU has formed an employee Rideshare Program. LMU employees who enter the campus with at least two [2] persons in their vehicle and have a current parking permit will be issued, upon request, a Rideshare Permit for the day at the Information Booth. This Rideshare Permit will allow Rideshare participants to park in specific carpool areas. Students are not authorized to park in carpool spaces.

Responsibility for Penalties: The person to whom a vehicle is registered is responsible for any liability or damage claims, including vehicle regulations violation penalties in connection with the possession and/or operation of the vehicle on the LMU campus. This means, if you loan your vehicle to someone and they receive a citation while using your vehicle on campus, you will be held responsible for that citation. If a registered vehicle is sold, it is the responsibility of the owner to remove the permit before selling to avoid being charged for any future citations.

It is mandatory that all motor vehicles on the LMU campus comply with the California Vehicle Code and the LMU Vehicle Regulations. Drivers are responsible for the actions of all passengers in their vehicle. Permit holders are also subject to citations or impoundment if the vehicle is parked in a handicapped area without a handicapped placard, in a red zone, marked tow-away zones, sidewalks, crosswalks, areas around a fire hydrant, fire lanes, grass areas, blocking driveways, loading zones, bicycle lanes or obstructing traffic lanes.

Towing of Vehicles: Vehicles that are parked on the Loyola Marymount University campus in violation of these regulations, the California Vehicle Code and/or the Traffic Codes and Fire Codes of the City of Los Angeles are subject to impoundment and storage. Any unregistered vehicle parked on campus may be towed at the owner’s expense. Any unregistered vehicle with two [2] or more unpaid citations will be towed from the campus, impounded and taken to such place for storage as the Department of Public Safety may select. The vehicle owner or operator of the vehicle is responsible for all charges associated with the impoundment and storage.

Loyola Marymount University and its employees are not responsible for loss or damage[s] of any kind resulting from towing, impounding and storage.

Any LMU student or employee with three [3] moving violations or loss of all 10 parking privilege points may lose their vehicle driving privileges on the LMU campus. The Director of Public Safety will determine the final decision for the revocation of these privileges. Persons who have had their driving or parking privileges revoked may not park their vehicle on the LMU campus property. Students and employees who have had their driving or parking privileges revoked, will have their vehicle towed off of the campus and impounded at the owner’s expense if it is located anywhere on campus.

The Director of Public Safety or the Parking Manager, in accordance with LMU policy, may have any vehicle towed from the campus.

Two [2] Wheeled Motorized Vehicles/Bicycles: All bicycles, mopeds, scooters and motorcycles must be registered with the Department of Public Safety. Failure to register your vehicle puts it at risk of being confiscated by the Department of Public Safety, you must register your vehicle to obtain possession.

These vehicles shall only park in areas designated for such vehicles. Gas operated vehicles are strictly prohibited from parking in the bicycle parking areas and within the resident dorm or apartment areas. Vehicles in violation will be immediately towed at the owner’s expense.

The Department of Public Safety provides motorcycle and bicycle permits free of charge to all students, faculty or staff members.

HELMETS MUST BE WORN AT ALL TIMES WHILE DRIVING OR RIDING ON ANY TWO [2] WHEELED MOTORIZED VEHICLE.

Head-In Parking: All vehicles are required to park head-in except areas where specific delineators are marked for parallel parking.

Loading/Unloading/Temporary Parking Areas: Short-term parking areas are identified by the color green and may be marked “30 minute parking only”. After loading or unloading the vehicle must be relocated immediately to an authorized parking area. If you require more than the maximum posted time limit you may obtain a special permit from the Public Safety Office, the Campus Information Booth or any parking enforcement officer.

Speed Limit on Campus: The maximum speed limit on the LMU campus is 15 mph unless otherwise posted. Prevailing safety conditions may occasionally require a lesser speed. Speed bumps are placed in designated areas to limit the speed of vehicles. The speed limit in all parking lots and structures is 5 mph.

Improper Parking: At no time, for any reason or any amount of time, is parking allowed on sidewalks, bicycle lanes, fire zones, tow-away zones, or handicap spaces (without a proper permit). Improperly parked vehicles will be towed at the owner’s expense. All vehicles, except university vehicles, will not be driven on lawns, sidewalks, or paths without prior approval of the Department of Public Safety.

Driving Under the Influence of Alcohol or Drugs: Any driver who is found to be driving under the influence of alcohol or drugs will be issued a citation and all campus driving and parking privileges will be immediately suspended indefinately. A hearing may be scheduled by the driver with the Director of Public Safety to determine the status of your campus driving and parking privileges. If you fail to schedle a hearing, your suspension of campus driving and parking privileges will remain in effect. If you are observed driving on campus or your vehicle is found parked on the LMU campus, your vehicle will be impounded and towed from campus at your own expense and a report will be submitted to Student Affairs for further action.

Evaision of Public Safety: Any driver who fails to stop their vehicle for a Public Safety Officer in the performance of his/her duties will be cited for evasion and all campus driving and parking privileges will be immediately suspended indefinately. A hearing may be scheduled by the driver with the Director of Public Safety to determine the status of your campus driving and parking privileges. If you fail to schedule a hearing, your suspension of campus driving and parking privileges will stay in effect. If you are observed driving on campus or your vehicle is found parked on the LMU campus, your vehicle will be impounded and towed from the campus at the owners expense and a report will be submitted to Student Affairs for further action.

Pedestrian Traffic: Pedestrians have the right-of-way at all times in all parking lots, access roads, crosswalks, and intersections.

Designated Parking Areas: Vehicles authorized to park on the LMU campus must park in areas designated as parking lots. Parking curbside on university streets is prohibited except where specifically designated with signage.

The following color codes are used to designate different parking areas:

White Student Parking

Green Timed Lot or Stall

Yellow Employee Parking

Purple Employee Rideshare

Red No parking anytime

Student Parking: Students must park in the parking lot to which they are assigned by the Department of Public Safety Monday - Friday from 7 am to 4 pm. All assigned parking areas will be enforced Monday - Friday from 7 am to 4 pm with the exception of handicapped, red zones, tow-away zones and 20 minute loading/unloading areas which will be enforced 24 hours a day, 7 days a week, including weekends and holidays.

Visitors/Guests: All visitors, guests and vendors must stop at the Lincoln Entrance Information Booth and request a parking pass for the day. Vehicles found parked on the University premises without a parking permit are subject to impound and storage.

After 8:00 p.m. all visitors, including vehicle passengers, will be required to show a picture ID, drivers must produce a valid state issued driver’s license. Children under the age of 18 must be accompanied either by a parent or family member over the age of 18.

Campers/Trucks/Trailers/Buses: Approval to park campers, trucks, trailers, buses or other large vehicles must be obtained from the Department of Public Safety and will be restricted to “A” lot. Vehicles must be parked in a manner that does not obstruct the flow of traffic or blocks a fire lane. Any traffic obstruction may be cause for the towing of the vehicle at the owner’s expense. Sleeping in a vehicle is not permitted.

Traffic Citations: All parking or moving violations issued at LMU must be paid at the Controller’s Office. All fines must be paid within seven [7] days of the citation’s issue date. Late payment of fines will result in additional penalty charges.

Handicapped Parking: Only persons displaying a VALID handicapped parking placard issued in their name are authorized to park in designated handicapped parking areas. If you have a condition in which you will need to temporarily utilize the University’s handicap parking, you must apply with the DMV. The Department of Public Safety is not authorized to issue handicap placards.

Responsibility for Enforcement: The Director of Public Safety and the Parking Manager are responsible for the strict enforcement of all campus vehicle regulations.

Citation Appeals: If you feel you have unjustly received a citation, you must complete the on-line appeals form on the Public Safety website (www.lmu.edu) and submit the completed form in person to the Parking Enforcement Department located in the Foley Annex within twenty-one [21] days of receipt of the citation. The Parking Manager will then review the citation and verify whether it is valid or an error was made on the part of the issuing officer. If, in the view of the Parking Manager, a citation was issued in error, the Parking Manager will void the citation. Otherwise the citation will not be voided and the Parking Manager will advise the appellant of the decision.

Responsibility for Damage/s or Theft: LMU provides parking for students, employees and visitors. The University is not responsible for any damage[s] to or theft from vehicles or the theft of vehicles parked on the university property. This is the sole responsibility of the vehicle owner or operator. We recommend that you take every reasonable precaution to prevent theft and vehicular damage. Such measures include closing all windows, locking all doors, parking in designated areas only, following all traffic signs and avoid displaying valuables. If you become a victim of theft or vehicle damage while parked on university property, you should immediately contact the Department of Public Safety.

LMU Parking Privilege Point System: LMU uses a point system to determine on-campus parking privileges. Each driver is issued ten [10] parking privilege points per academic year. Parking violations are assigned numeric point values numbered 1-10 according to the severity of offense. Points are deducted for each violation. Once the driver’s privilege points reach zero, all campus parking and driving privileges will be revoked. All unregistered vehicles will have zero points assigned and therefore have no parking privileges. Vehicles without parking privileges are subject to tow at owner’s expense. New points are reassigned each academic year and a new record begins with the exception of violation codes #15 & #17 which will be reviewed on a case by case basis by the Director of Public Safety.

This system determines parking privileges only. Vehicles may still be cited or towed according to any existing rules and regulations set forth by the university. The LMU point system is listed below.
